Garrus wouldn't really work here, since he's a glass cannon. He'll deal some hurt, but not enough to topple the godlike forces here, and when they attack, he's sure to be instantly pasted. At least Wrex is extremely durable, but considering that he's pasted by two-three rockets even when used properly, not to any degree to really compete here.
Irenicus has a few unique spells if I recall correctly, though primarily just for plot death, so they may not work in the context of this fight. I cannot gather a full skill-set, though he does love the spell Disintegrate (instant kill), a level 5 spell (which means he can use it a lot), among other instant kill and damaging spells. Basically every mage in the game has a set of skills under a Contingency set (autocasts a few spells as soon as character enters combat), which serves as his primary method of buffing oneself. And despite being an elven mage, Irenicus is pretty muscular and durable, which means that even without his buffs, he won't be wiped out by only a few blows.
He still is a mage, so he's not a complete tank; once his contingency set of skills wears off, he won't really buff himself, so he can be defeated relatively quickly. The only conceivable way Wrex could win if if he outlasted Irenicus's contingency set, though in the time period before that, it isn't a large problem for Irenicus to wipe him out. Also for future reference, Irenicus' abilities are severely weakened when his opponent nulls magic; summoning creatures may assist, but otherwise, Irenicus is kinda ****ed. Wrex doesn't really have the durability to tank everything Irenicus throws at him or the saves, but a character who could would probably wipe him out easily.

Is Irenicus a Mage or a Sorcerer? Because if I've read right, sorcerer's have to rest before they can use the same spells again.

Both have to rest. Of course, by the time you reach epic level, you have enough slots to spam high level spells yourself, but you're not immune to having no spells in the end. For this reason, a popular tactic for defeating Irenicus is to summon a Nishruu (essentially an invisible spirit who drains spell slots instead of dealing damage) and to get the **** out of there while the Nishruu drains him. Of course, Wrex doesn't have that ability, and generally speaking, a mage will often lose their contingency set much earlier than they will run out of spells.
