I think it's a little early to be drawing conclusions about his power level when he was only introduced last chapter and has most just sat around since then. Anyway, I'm not entirely sure he is the final boss of this arc...

Am I the only one who doesn't see any similarities between Kugo and Aizen? Apart from the slightly smug expression and mysterious air, anyway. If anything he seems more like a less comical Shinji to me. In fact, the whole Fullbring group just remind me of the Vizards. I'm guessing anti-hero at most.
Shukuro seems a more obvious villain to me, given that he's attacked Uryu and now Orihime.

Aizen Jr's definitely more sinister than Shinji was. Just think, so far these Fullbring guys have abducted some fat guy and forced him to be Ichigo's training puppet (along with...you know...body horror), caused said body horror, and been totally sinister and vague about their purposes. Plus, Eyepatch guy's power doesn't seem the hero kind.
Sure, the idiots who work under him might not know much (tsundere is an idiot, after all), but this is another Aizen we're dealing with here.
Also, book guy's far too obvious to be the real villain.
