There was never a time when you needed to do that except against the Jotun of Grief. Changing your persona largely takes care of the problem, and it'll likely be even more effective in P3P with the ability to control the party. Weapons boil down to "what's easiest to ambush enemies with," and the rapier is the reigning champion in that category.

At least it's not a completely obscene amount like in P4, and at least you can limit the effect to a selection of characters, saving money in the meantime. Well, at least it is now. That will probably change.
It's still a retarded idea. The point of limiting MP in P4 was as a replacement to the fatigue system from P3. P3P... has both now. >_>

I hate how the game resets to the last battle command that you made. It's awkward having party members guard when they need to attack, like with Yukari when fighting the Venus Eagles. >_>

I'm pretty sure that the only way to get more MP was either to use MP-healing items, which were rare as all ****, or going back down to the ground floor, which if you'd already run out of MP, meant that somebody was exhausted and therefore was a bad idea.

Hitting a downed enemy no longer makes them get back up, which is good because that never made sense anyways.
