Tetrakarn. Those skills have high MP costs early on, making them only functional for late-game use. However, all of the bosses who have access to only one of physical and magical skills (or lack almighty skills) are at low levels, and are generally fought at the point when use of each is not cost-effective. Furthermore, when the spells become useful, most enemies that will still use them likely null the element that they're hitting you with. This is also Persona 4, where magic mirrors are not as common and only the main character has access to either Tetrakarn or Makarakarn, and there isn't a skill that covers all party members like in Persona 3. That and MP is a lot more scarce, and your main character is probably assigned to repeated castings of Mediarahan, making it improbable to use either -karn skill. Besides, you don't have any idea of just how egregious of an example Kunino-sagiri is. Where as every previous boss either had both magical and physical skills (or an almighty skill) or were at the point where it was a waste to use them, Kunino-sagiri has a phase where it only uses magic, and super-charged magic, and is a late-game boss. It's not hard to reflect 1500 damage onto him on Expert mode, where at any other point, you'd be wasting MP or several items for... 50-200 usually. >_> tl;dr: you don't have much of an idea of what you're talking about. I question how much more difficult hard mode actually is.
It has the standard 1.5-2x damage multiplier. That's not a representation of how hard Expert mode is, but how easy normal mode is. >_>

It works, but... here's that problem mentioned earlier: he has every trait required to be seen as the culprit, yet the game doesn't integrate hints up until the only delivered right before Heaven. So at the time, you WILL know that it's him, but really by process of elimination, since all of the other choices you're given are quite simply retarded. And when it happens, it seems like it came right out of left field.
Also, did you see the bad ending for 12/6? I dare you to come up with a more retarded ending than that, bad or not.
