Didn't you listen to Saotome's explanation? Shin's getter rays apparently cause de-evolution as opposed to evolution like they normally do. That's a little detail that goes absolutely nowhere though because the show switches directors after the third episode and it completely changes. Which is quite a shame too because the first three episodes were awesome. And they were done by the guy that made G Gundam and Giant Robo. <_<
