Yes. But I don't think it's significantly easier, at least from what I've played of both versions.

And by that I mean I'm confident enough to get it one way or the other.

The only really hard things about the American version are Gatekeeper and Dark Demon having double HP, and starting with no continues. Considering I had some looseness with them on my run I don't think it might be as harder, but that may change in practice (it's slightly harder to farm in US version).

Other than that it's almost identical in difficulty to the original japanese.
I actually found Twin Freaks easier in the overseas version.

SPEAKING OF DIFFICULTY IN REGIONAL DIFFERENCES

I just beat the Famicom Disk System version of Link's Adventure and it's apparently easier because of it's leveling system.
Though I'm not sure if just making grinding less important necessarily means it's easy.

I beat the NES one earlier this year. It drove me nearly insane at times. I did grind to the max and even then the last dungeon was a real rough time.

I just watched Game Grumps playing Zelda II last night, some of the enemies in that game are batshit insane like those axe throwing alligator guys, the knife throwing darknut looking dudes, and the fireball birds in the last dungeon.

Wouldn't be surprised if that's the hardest Zelda game even with a guide.

I think Zelda 1 is harder for me, but mostly because of it's crappy mechanics. Zelda 2 plays much better.

So I got to play KOFXIV and SFV today.
SF has better graphics, but KOF has a lot more content. Both play great but I definitely go with KOF on this one.

kof is the good stuff

I found II much harder than 1. 1 has its moments but the mere fact that continuing isn't limited really makes it a more smooth experience for me. II I had to pace things out and save all my one up dolls until the final dungeon to even have a chance, and even then I was just running through it and trying not to fight the bird knights. That game's insane the more I think about it.
