Let's see.
Some piece of territory called "Hell's Gate" appears somewhere in Tokyo. Along with it, individuals with powers called "Contractors" appear as well. They're used by various organizations throughout the world for jobs like assassination. Their powers are varied (main character controls electricity...one manipulates the weather, another controls ice...), but they become emotionless and become apathetic towards really everything other than the job they have to carry out. In order to perform their powers, they need to do some kind of "obeisance." It's not mentioned why they need to, but they just do it anyways. Oh, and basically the sky that the public sees isn't really the "real" sky. It's a pseudo-sky that came with the Hell's Gate. Each star pertains to a Contractor, and a falling star signifies the death of a Contractor.
Yeah.

It's entirely love it or hate it. Either you'll like the concept long enough to watch through it, or you'll hate the style and drop it out of boredom. >_>

Yeah, that. Some people I know aren't really huge fans of it, but others really love it. It sounds interesting enough to give it a try, but what's "obeisance"?
The definition is "paying respect," but I don't really know who they pay their respects to. Basically they just do random things after they carry out powers. I guess a good way to think of it is "recharging," except there are some pretty odd ways to recharge. It ranges from smoking to putting shoes upside-down. >_>
