I've come across them alot more too.... But Latios/Latias hasn't even shown up yet.... I guess they decided to make the beasts easier to find seeing as they put in alot more legendaries to find....

In the original versions those dogs were a **** to catch, not to mention actually getting a chance to fight them before they run off again. I never bothered trying to chase them in the original after discovering how much of a pain it was.

I can't remember how fast they moved, I just remembered the very first thing they always did in a fight was run, and they usually got the first turn.

Keep a fast pokemon as your first, quick attack and whittle them down; no poison. No type-specific attacks. Move back and forth between two areas until they you have one area between you and the mark, then move toward it, scour the place.
Then *pantomimes strangling something and snapping its neck*

They will give you the evolutionary stones after you defeat them in a rematch.
School Kid Alan at Route 36 - Wednesdays - Firestone Fisherman Tully at Route 42 - Sunday Afternoon - Waterstone Lass Dana at Route 38 - Thursday Night - Thunderstone Picnicker Gina at Route 34 - Sunday Afternoon - Leafstone Twins Kay & Tia at Route 15 - Saturday Night - Oval stone
Not sure if it's true though.
