Yeah, they're the worst. I still suck at using Exdeath's Omni Block.
With Jecht, I just don't like his controls. You really have to be spot-on with the button presses.
Ultimecia and Kuja are just typical spellcasters, though Ultimecia's HP attacks are pretty poor and she's probably the second slowest-moving character after Exdeath (plus Kuja can move at full speed during all of his Brave attacks and near-full speed during Ultima, so he trumps Ultimecia in that respect).
Kefka... He's alright, but I find him very irritating to use on stages with little floorspace, like Planet's Core, Ultimecia's Castle and Crystal World.
Garland, Golbez, Cloud of Darkness and Sephiroth are all fine, though.
