Ah, in the Hansel and Gretel arc then.
I... don't think so. She lost men, and communists are supposed to be fiercely loyal to each other and stuff. You say she's a monster, and I feel like this show is pretty much all about monsters at this point, but I don't think that the twins were any less monstrous than she. Granted, they tried really hard to make you empathize with them in the last half of the third episode, but it didn't quite get there for me.
Anyway, I still kinda like Balalaika. The organization and complexity of her plans is pretty cool and seh doesn't afraid of anything, so yeah.
