Why is he Chinese Electric Batman, you ask?
First of all, look at my sig. He has an extremely badass mask. This doesn't have to do with "Chinese" or "Electric" or "Batman," but that mask is awesome. Second, as Salty said, he's Chinese and has electric powers. What does that mean? Deadly martial arts. With electricity. He also has a badass black long coat that he can make bullet-proof using his own powers. Meaning it's only effective when we wears it. And in certain scenarios he doesn't even use his powers. He varies from badass abnormal to badass normal. He can kill people without even using his powers. And he uses a choke wire attached to a dagger, so he can do some of the following when fighting:
1. Actually choke the person. 2. Wrap the wire around their neck and electrocute them to death. 3. Stab them.
Also he uses them sometimes to swing from building to building.
He has awesome fights (though season 1 doesn't heavily rely on action, it does have some damn good fighting). He's also one of those fighters who uses literally everything in the environment as a weapon (well, at least in season 2, I don't quite remember if the same applies to season 1). I would love to mention more, but that would only spoil the show. Now of course, one difference is that he kills whereas Batman doesn't, but whatever. You'll see some more similarities in the "killing department" later in the show if you do watch it. He basically made Season 1. Season 2 however (in my opinion at least) is better, probably because it doesn't follow an episodic format.
Watch up to :40 only. The rest might contain spoilers. And don't watch the subbed version.

Hmm...a Batman like, trenchcoat wearing badass that as electricity powers, yet tends to refrain from using them all the time, thus technically making him a badass normal?

Well, he does use electricity frequently, at least in season 1. He just doesn't overuse it. I'd say it's perfectly balanced between actual fighting and using his powers. He also has badass moments that might make you giddy with excitement.
But he doesn't really use it in season 2 as much. And this only enhances those giddy moments you might get.
