Heart Gold or Soul Silver are somewhere between £30 and £40 in the UK because of the Pokewalker. Don't know about the US.
I'm getting Soul Silver, but that's partly because my old Silver cart doesn't hold a save anymore for some reason... Had a lot of good pokemon on there...

I know that pain. It's a different kind of hurt. One that won't go away.... It's not just the nostalgia factor, either. I had a Mew on there as well. Traded it for a clone of my level 100 Blastoise. And my full team of Elite 4 pokemon, most of which I'd had since my Blue version... *becomes lost in bittersweet memories* |

It won't save because cartridge games work off an internal battery for saves. Eventually the battery runs out, and the game can't save anymore. Old N64 games, NES games, etc. have the same problem.
