Can I make another suggestion to go with that?

If there's going to be an evil organisation in the story, maybe there could be a character focused on bringing them down. Maybe not in the main party, but a recurring character that helps them out and asks them for help sometimes. I'm kind of inspired by Platinum's "Looker" here...
