Probably the least likely to happen.

To me, the only one that seems like he's fit in the universe at this point would be Black Mask, who I'm rooting for. Bane, Killer Croc, and like wouldn't be able to be taken seriously. The Penguin is a bit too campy of a villain, and even if they somehow fit him in, it'd be hard to shake the feeling. Plus, Nolan says that he wants to do villains that haven't been in any of the Batman movies yet. He also said no to Catwoman.

Plus Black Mask would make the most sense. With Gotham's crime lords all dead thanks to the Joker, now's the perfect time for a Mafia Overlord like him to step in and unite all the gangs of Gotham under his rule.

Well, Batman's Rogue Gallery of realistic characters isn't that vast. The main ones are The Riddler, Joker, Two Face, ScareCrow, Rhas Al Ghul, Black Mask, Red Hood, Zsasz, Mad Hatter, Hugo Strange, Hush, The Penguin, Calendar Man, Bane, Deadshot and The Ventriloquist.

Riddler, Joker, Two-Face, ScareCros and Rhas are out.

Bane, The Ventriloquist, The Penguin, and Mad Hatter wouldn't really fit in the Nolan-verse.

Zsasz and DeadShot just regular serial killers, which wouldn't make for interesting subjects in a two and a half hour Batman movie.

Calendar Man would actually be really interesting if it weren't for his stupid name.

Red Hood, depending on his incarnation, is either Joker or Robin, and both are out of the game.

So to me, that leaves Black Mask, Hugo Strange and Hush.

So I'm rooting for the sadistic son of a **** that kidnapped CatWoman's sister and made her eat her husband's eyeballs.

They could always have Calender Man without actually referring to him as such. It wouldn't be the first time that's happened in a superhero movie.

This is exactly why I want him in.

Also, I forgot about Hush, he'd be a good candidate, but it may hinder some of the plot by delving into his backstory, which is very necessary.

I'd be interested to see the design for BM's mask in a Nolan film. They did a great job with Two-Face's burns/scars.

It doesn't really change the fact that it's safe to say that we more than likely won't be seeing any sort of significant appearance from Killer Croc.

Sorry, should have explained my reasoning. Not a whole ton of people have seen Gotham Knight, to be honest, despite being relatively well done. Scarecrow showed up in the Dark Knight merely as a continuity nod to Batman Begins, and while Gotham Knight may be considered canon, the events that went on in it would be considered relatively obscure by most, and Croc showing up in The Dark Knight Rises might feel a bit odd and out of place. He doesn't really have the qualities necessary for a strong villain, unlike Scarecrow, who can stand up own his own as at least a semi-central villain. If Croc did show, it'd probably be for a very small portion of the movie, and even then, it might be hard to believe as a moviegoer. Besides, he was pretty much taken care of in Gotham Knight, if I'm correct.
