there was a anime I heard mentioned that was a lot like Monster/Death Note called Sci-Fi Harry, but all I can find of it are bits and pieces of a few episodes, nothing full.

If it's not on youtube/VEOH, it'll take a little while for me to help you. I have to find a good free site to download from and such.
And man....you're as obsessed with detective animes like I am with ecchi animes.

Only a little on youtube, nothing on veoh, nothing on stormberry, and nothing on Cruncyroll. CR looks like they used to have it, but it was taken down due to lisencing. And from what I've read it's not much of a dectective anime, it're more like a weird sci-fi thing. Monster has elements like that and so does Death Note. Although, yeah, both Monster and Death Note are detective like.

http://bt.shinsen-subs.org/There, they have the entire thing there. It's closer to the bottom under "completed series". Also, they are on Rizon in #shinsen-subs. May wanna check the rules there, but you could probably easily find a distro bot.

I'm gonna take a random guess and say you've never used IRC before, that or you're not familiar with its uses in pirating. Maybe I'll give you a bare-boned guide to getting started.
Step 1: get mIRC Step 2: go to your settings and find the one about "allow all transfers". Set it to that. Step 3: join the Rizon network. It's likely this will be the default. Hit the lightning bolt button to actually connect. Step 4: type "/join #shinsen-subs". Step 5: Humbly request someone in the channel to give you a guide to using distribution bots in general, and ask if one of their dedicated bots is serving up Sci-Fi Harry.
Of course, using IRC is an option, you can always use BitTorrent if it's too annoying a process for you.

I don't even know what IRC means...I just use internet sites like google video, youtube, veoh, stormberry, crunchyroll, and keichi for my anime.

CCCP? (not sure what that is) I think we used to have BitLord on our computer, not sure if it still is. I think I have lots of gigabytes space. Packrat anime? we have a CD burner, does that count? we can have patience easily.

Packrat simply means to store away, even if you're not certain you'll ever watch the series again. Simply put, you don't easily delete series. I told you what the CCCP is, but here is there webpage for ease of use. You want a good media player? Use the one they provide. And while it may seem like you have enough space, remember that 180 mb per episode is a fair bit. It can add up quickly if you're not careful. A normal CD can hold 3 or 4 episodes, so at least you can store there if you are low on space. Also note that it can take several days for a full series to download using a BitTorrent client. So, I'll ask you, which route for now do you think you will undertake? The route of IRC, which is a slightly more complicated process to get started but simple once you get going? Or the route of the Torrent, which is a sit-back-and-wait approach? The former will grant you instant gratification, allowing you to watch single episodes rather quickly. The latter will require a full batch before viewing can begin. Now, the choice is up to you.

Okay then, download the torrent off the Shinsen site, try opening it, and see if your BitTorrent client starts downloading it.
Oh, and get CCCP. It's useful.
